GPU Clock Tanks Activate Instantly Upon Loading Then Function Properly
The title clearly indicates everything. When beginning a game or a 3DMark test, the GPU clock drops significantly for roughly 7 to 8 seconds (causing display freezes), then recovers and performs well afterward. I've run a fresh driver installation, BIOS settings look normal, and I'm unsure what specific setting might affect performance only on certain configurations. This appears to be a mostly new build.
Hardware:
Gigabyte X870E Wifi7 Elite
Ryzen 7900X
32GB (16x2) Corsair Vengeance (EXPO Version)
Gigabyte 4070 Ti Super(Windforce)
Crucial 4TB T700 as system drive
Seasonic TX-750W Titanium PSU
I've included a link to a video showing the opening of CP2077. From the footage, it's visible that behind the locked screen, the game runs smoothly initially, and the video eventually keeps up with the rest. The game operates flawlessly after the startup phase.
this is the adapter included in the box, you should use it if you have the faulty one provided there—these are often bent by people and that’s what causes them to fail.

advice on how to handle these cables is unclear; it seems adapters are generally treated the same.

I'm pulling off the cable from the box without bending it too much...but I'm 100% going for a solid jumper straight from SeaSonic. Thanks!
Swapped in a 1000W FSP Hydro Ti Pro PSU. No changes made.
Honestly, I'm eager to toss this setup everywhere. The GPU is a mess—its onboard Wi-Fi only boots about half the time. The AIO is unusually noisy for no clear reason. This is the worst build in years.
