I'm looking for safe overclocking options for this GPU and figuring out the right CPU boost.
I've been experiencing poor gaming performance, like in Far Cry 4 at medium quality. I've seen videos showing GTX 950 running at ultra settings in that game. Although I don't have an i5, I believe the CPU plays a big role in the overall performance. The issues seem to be related to drivers. I can achieve 25-45 FPS on medium quality in Far Cry 4. Nvidia says there are some drivers to install, but I think it's more about VR-related stuff.
Always ensure you have the newest drivers installed, and only revert to older versions if you encounter difficulties.
With the given GPU and FC4 on Ultra, this is indeed the expected frame rate you should anticipate—this confirms it's not a driver-related issue.
Regarding your concerns, if your CPU is limiting the GPU performance, that's unlikely. You might want to try overclocking the GPU first to check for improvements.
It's advisable to use MSI Afterburner to fine-tune the GPU overclock settings, as this approach tends to be more reliable.
I don't provide exact figures, as they differ between cards (even within the same model), so it's best to search for relevant information.

Also, monitor the GPU temperatures; if they rise above 75°C under load, it risks damage. Make sure your cooling system is adequate. It's perfectly fine to experiment initially.
