I was testing Cyberpunk (latest patch) on my 3070 Asus TUF with an i5-11400 and a 1TB HDD plus 16GB RAM. At the moment of saving Sandra Dorset, my GPU usage vanished to zero and my FPS jumped to 4. I panicked, fearing I’d damaged my GPU even though I wasn’t running at full settings. The temps stayed between 55-50°C. I saved a section before entering her room and immediately got back to 60 FPS with 85-90% usage thanks to V-sync. Is this a game problem or something with my GPU? I’m really hoping it’s not the GPU.

The GPU isn't receiving instructions from the CPU about which tasks to handle. Both the GPU and CPU receive only minor voltage increases while playing a game, but it's the game or software that actually directs them on what to do and what data to load. When a game can't communicate the required loading details, it usually means a shader load fails.
