When was the most recent time you verified temperatures during operation? You can also use Msi afterburner for this task.

Spent last night chatting with the original builder over the phone. I installed 'Open Hardware Monitor' and he saw the CPU clock was around 2800MHz, which was significantly lower than expected. We then adjusted the BIOS settings to the proper values—perhaps around 4500MHz. That gave me a boost in mood and restored the game to about 180 frames per second.
We also tweaked some game parameters and applied MSI afterburner with an overclock on the GPU. Now I’m consistently hitting over 200 FPS in certain sections of the map, sometimes even close to 220 FPS! Even managed 21 kills in Warzone by switching to new settings.

This looks like it’s working perfectly again, bringing us back to the PC mastery era.

It seems the power limits were in effect, which is a positive outcome.
This was the reason I mentioned cooling for the CPU. When I saw the average turbo at 2800MHz in the report you shared, I realized there might be an issue with your processor.
Even after removing power limits, make sure you have sufficient cooling to protect your CPU.
