I used mso afterburner to increase my gtx 980 ti's performance by 20 fps, but when I tried further adjustments, I lost 80 fps. After resetting the settings, it remained 80 fps lower than normal. Then I deleted the software and retried, but the reduction stayed the same.

Have you attempted a System Restore? Also consider reinstalling AB and resetting it to defaults prior to uninstalling once more.
