My computer is having trouble with just one user on the system. After they log in, a black screen shows up instead of the normal desktop or taskbar. Apps work, but I have to open them from Task Manager. The Ctrl + Alt + Delete key works and deleting files works too, but the desktop and taskbar aren't loading at all. In some startups, when you go to Task Manager, it looks like a lockscreen process is running, along with settings and runtime broker being paused because they are saving resources. I don't know why that happens, but other users on my computer work perfectly without any problems.

That person might have special powers to change things around, but it's still okay if you just delete their old account and start fresh with someone else who has the right to do what you need.
