I encountered the same issue, but I'm not sure what exactly I did to resolve it. I'll do my best; I uninstalled iTunes (I believe that helped), reinstalled Windows, ran a full virus scan on Java, cleared any detected malware using the provided link, turned off antivirus and firewall temporarily to let Chrome open, checked for blocked applications, recreated the shortcut, and apologized if it didn't work. It was a while ago on my old, slow laptop.

Could you look into changing to Chromium? It's the free, open-source version of Chrome that runs on various platforms. If this doesn't resolve the issue, you might want to use Revo Uninstaller to completely remove Chrome and then reinstall it.

Over the past few months I experienced many problems with Chrome, such as pages failing to load and some elements not displaying properly. After switching to Firefox everything functioned correctly and its new sync feature was impressive. The only drawback is it doesn’t have 60fps playback on YouTube yet, though this is expected to be added soon in future updates.
