A good choice would be the classic, hyper 212 evo. It should deliver at least 4.5ghz while keeping temperatures comfortable and not draining your wallet.

The CPU cooler performs well, but it's unclear if a 3770k can reach such high speeds. Ivy didn't match Sandy's performance in overclocking.

The B75 board is designed to prevent overclocking. There were some instances where you could achieve higher speeds, but it seems Intel stopped supporting them since you could still overclock non-K processors. It's been a while now.

If your motherboard doesn't support overclocking, you can still try using the Intel XTU software to attempt overclocking.
