There seems to be no success in deleting the storage drives. Additionally, the delay between pressing the power button and seeing the lights on has increased to 20 seconds, compared to the usual 5 seconds. This could indicate an issue with the motherboard.

When available, make sure to select the option labeled "vSync".

The issue goes well past gaming, I can't even operate the PC when it's idle

The issue isn't about a "game". It's clear. Thank you, though it isn't particularly useful. I won't be sarcastic, but the specifics do matter. I'm leaning toward a board problem now, even if it seems minor in detail. If I'm mistaken, I'll be quite taken aback.

There seems to be an unusual pattern with the boot times. On the first try, everything loaded instantly without any lag or freezing, and Black Ops 6 ran smoothly at 144fps. After restarting, the boot time returned to normal but then slowed down again, even when idle. Could something have changed during the restart that affected performance?

Did you actually take the board out of the case and try to boot it using as little connected hardware as possible? I’m thinking mainly about it being the board, but you should clear everything else first. It should be covered under warranty. You might prefer that approach, though it could be frustrating if you end up with something different.
