Hardware details: Motherboard X670 AORUS Elite AX, CPU AMD Ryzen 9 7900X, GPU AMD Radeon 6800, RAM 32GB DDR5 2400Mhz.
I experience severe stuttering during new gameplay even at 1080p with graphics on medium settings. This issue was most recent in Black Ops 6, making it unplayable. I recently updated my Radeon drivers for this purpose, but performance remains poor. I can play Counter Strike & Rocket League without problems, though God of War Ragnarok causes only short sessions before stuttering begins. Black Ops 6 ran instantly, with GPU temperatures around 60-70°C. Some gameplay is unclear, but assistance would be greatly appreciated.

Your motherboard doesn't seem to be aging or breaking down, so unless it was defective from the start, it's unlikely to be failing. A faulty motherboard is not the same as a failing one...

Do you have any components being overclocked (GPU, CPU, memory)?
What are your CPU and GPU temperatures when not running anything?
What is the model of your power supply unit?
How much space is currently used on your main storage device?

Starting my PC sometimes takes 5-10 minutes to progress past the AORUS boot screen and reach Windows, particularly after a restart.
Three of the seven fans aren’t spinning properly.
Audio playback often skips or stutters every 10 seconds.
Last year I experienced a severe online stutter that resolved only after switching from multiple Ethernet cables to a wireless dongle (possibly indicating a failing M.2 port).

It's uncommon but can you confirm if Steam and GOG are both active simultaneously? This might cause unusual stuttering during gameplay.

Two ideas:
1) Stuttering reflects the temporary loss of an essential resource. Often the CPU, but possibly RAM too.
Or, it could be caused by interference from a higher-priority application like monitors or Discord.
2) The failure seems to point to a heat-related problem.
If your CPU is throttling, you'll experience stutters as it temporarily slows down.
