You mentioned it’s $18, but the display shows €19.99. The price remains consistent even after testing with dlc. If you’re unsure, capture a screenshot. You might also reach out to their support for assistance. It runs slower than Origins yet quicker than Steams (took 48 hours to update my username).

It seems you'll need to wait three months after buying something before you can create gifts. It doesn't make much sense, but it's the current rule. Your friend will have to wait until the next sale.
