I'm checking out VanossGaming's GMod content and noticing he uses many plugins. I'm looking for similar tools but need guidance on where to find them.

Visit Steam Library, navigate to Garry's Mod, and the Workshop menu will appear. Clicking it reveals various add-ons.

They need to be saved from the Steam Workshop, though there are many of them. Some are quality, others are not so good.
