He didn't limit the information to just the Start menu. He explicitly mentions "I can only tell you about..." since that's what Microsoft has officially confirmed. Other areas have also shown transparency through Xbox One previews and Windows 10 for mobile devices, which suggests it would logically apply to the desktop as well.

I truly believe it should apply to more areas too. It would seem sloppy if it's limited just to the taskbar and start menu. My concern is mainly about the start menu itself—if they're thinking of making it universal, they should be clear about it right away.
