It's not a hot-plug situation. It seems like devices are being removed unexpectedly, similar to USB. I've turned on hot-plug for all my SATA ports just for testing, but they don't appear there.
You can easily connect and disconnect a hard drive without any warning or pressing anything, and it won’t damage anything like data, ports, or the drive itself. Your older system (Gigabyte GA-P35-DS3P) shows all SATA drives in "Safely Remove Hardware and Eject Media" when you turn on SATA hot-swap in BIOS.
Hotplug enables devices to be connected or disconnected without shutting down the system. It doesn’t imply hardware must remain intact; software actions are still required. Data corruption can occur, but it’s expected. This method ensures all information is saved prior to disconnecting storage devices. Without it, there’s little guarantee everything is properly written before removal.
