He has an i3 processor. A review suggests the G4600 can match an i5-7400 in GTA V (111 vs. 117 on average). A YouTube video also indicates the Pentium G4600 behaves similarly to the i3-6100, which in games performs about the same as the i5-6500. In short, the G4600 can roughly keep up with your CPU in terms of overall performance. If the CPU is fully loaded, you can't do much about it. The GPU won't get rendering commands when the CPU is at 100%. If usage isn't that high, other factors might be involved—possibly outdated drivers or OS could be the issue.

Certainly! Just upgrading to an i7 8700K could definitely help fix the issue.
