When the game is running, you can share a screenshot of the Processes tab with the game displayed in the list. I’d like to check the CPU usage. On idle, it seems the system isn’t heavily loaded. Cortana’s activity might be unusual but could be a one-time thing.

The CPU usage is at 100% during gameplay, not 81%, since I had to pause the game to capture a screenshot.

It seems the game is consuming most of the CPU resources. Because the CPU is limited, performance will be restricted. The 1070 appears to manage tasks smoothly regardless of the settings. This is likely because you're playing with low graphics options.

On the final screenshot, the game was running at maximum capacity. To lower CPU usage, it might help to reduce GPU load, which is currently around 30-60%. Updated April 24, 2018 by October22nd.

When the game consumes over 90% of your CPU, most adjustments won't help. Few settings can change its resource demand.

Without understanding the specific i3 model your friend uses, their CPU speed could be similar or even faster than your i5-6400. Several reviews indicate the i3-6100 performs comparably to the i5-6400 in both low and high resolution tests. If your friend is running a Coffee Lake i3, it's unlikely your CPU would be superior.
