You could receive the Steam gift card for free by spending your $20 on CS:GO, as it would cover the cost of the game.

This applies to any method of payment, whether someone purchases it on your behalf or you handle the transaction yourself; both parties cover the cost.

You wouldn't pay that much—just $7.

That's correct, the gift card would be paid in a different way.

When someone purchased a gift card, it means their own funds were used to make the transaction.

It means you covered the cost of the gift card, so technically it was your money. Yes, that makes sense. If you use the gift card funds, they come from your own account, not from a bank or any other source.

It’s similar to depositing cash into an account. If someone hands it to you, it feels like a gift from your parents—$20 to use at the store. It belongs to them, not you. Looking at it this way, it seems like a free offer.

I'm not sure about gift cards, but I can help explain how they work if you'd like.
