I believe the issue might be related to the RTSS frame limiter in Resident Evil 2 remake. At maximum settings, I achieved over 70fps when the frame was unlocked, but in older titles like Metro 2033 and Last Light, the frame rate increased to 80-100 when uncapped. It seems this limiter could be reducing performance and causing FPS fluctuations.
Your frame rate is suitable for 4k gaming. You should achieve around 60fps with some minor drops to the 50s, which won't significantly impact performance.
Let’s run a test SSJGodemis. Set your resolution to 1440p, disable vsync, and report the FPS you’re getting. It should stay above 100 FPS even during intense fights.
My advice is to enable all settings in nvpanel like the AA method, and push every game setting to its maximum.
Now start playing or test games that previously dropped to 54 FPS with vsync off, and share your findings so we can eliminate any concerns.

That's correct. An RTX 2080 Ti tends to stutter or become unstable around 54fps at 4K resolution, and it may also experience screen tearing without VSync. My GTX 1080 Ti performed better, running smoothly at 4K with no stutter and allowing me to let games run freely. I’m hoping drivers will improve so the 2080 Ti behaves similarly in the future.
To avoid issues, I keep my 2080 Ti overclocked only when necessary. It usually stays stable up to the high 30s.
