You can try using the Steam client with a torrent file by placing the downloaded torrent file in the SteamAPPS/Common/Doom directory. This way, Steam will recognize the files as already downloaded.

The information you found doesn't support the idea that a cache provides a significant speed increase. It doesn't actually enhance connection speed by a factor of three or more.

It's feasible if someone simply compressed the files without changing them and then uploaded them. However, this is unlikely to succeed. You might consider obtaining a cracked version and checking your local files, hoping Steam can fix it. It's a rough workaround that could work in some cases.
