SOLVED! Activated speedshift and speedstep... wow, the reverse was actually working better than expected. Found an old Reddit thread where someone used unconventional logic to figure out that speedshift and speedstep adjustments weren’t boosting performance for thermals—they were hindering it. Tried it myself, and it worked if no one else had similar problems with OEM or Dell motherboards. This answer was updated in 2022 after I scoured those old posts.
