It's true the RTX 2080 Ti supports 4K at 60fps, but your CPU might be the bottleneck. I don't know the exact limit.

Your RAM is still operating well below its intended capacity. Are you certain you chose the right XMP profile? It should be running at 3600MHz, not 3000. Likely they maximized performance and didn’t increase the game’s resolution.
