It doesn’t really matter if you lower the clock speed. The impact will be minimal, and it might just render the device less useful.

I'll test it out. At least I didn't experience that intense lag issue. I'll try. During rendering, file compression, web browsing (with Chrome), and a Skype call—it didn't slow me down but reached maximum temperature.

Sure, your CPU is running at a low temperature. Your parents probably don’t think there’s much to fix, but you might want to upgrade yourself. Then you can check what caused the issue!
