Unless you require Nvidia-specific solutions, yes. Pure raster performance makes the 7700xt quicker.

Even with RT it outperforms the similarly priced 4060ti 8gb. The more costly 16gb model is necessary to surpass it, but at that cost, the 7800xt remains both cheaper and faster.
Additionally, I wouldn't recommend an 8gb GPU these days, particularly for 1440p content.
