It’s almost time for another Steam Sale (think empty wallets and cash-filled PCs), and often I end up buying bundles even though I already own a few titles. Usually the price stays the same whether or not I had those games before, but now Valve is hinting at discounts if you already own a title in a bundle. For example, if Borderlands 2 is on sale with DLC and you only have the base game, you’ll get a deal. However, the details are still unclear and it might not be available to all bundles soon. The article's phrasing suggests a scenario where purchasing a game and later acquiring a bundle containing it at a discount could allow you to obtain the bundle without paying the full price, or potentially receive compensation from Valve.

I don't think this is the case, I imagine if there's a 5 game bundle and you have 2 games, you'll get 40% off the bundle price or something (obviously discount will be weighted towards more expensive games in a bundle, so if the bundle is Far Cry: Primal and 4 indie games, owning the indie games won't reduce the price by 80%). I could be wrong though

They might simply lower the price of the package by subtracting the value of the game you already possess (or the price it holds within that bundle).

They wouldn't do it unless it brought them a profit.

Sometimes a package might appear, offering $40 for Borderlands 2 plus all DLC, but the actual price for Borderlands 2 remains $40. It seems they aren't offering DLC for free. If they lowered prices on individual items and bundles too, then buying the bundle wouldn't make sense since you could purchase everything separately for the same cost, eliminating any advantage from buying together.
