It seems that installing GTA V generates certain registry files. These won't exist after a fresh installation.

The provided steps ensure compatibility with the non Steam version. Adjustments have been made for simplicity. Proceed to the link. Sign in. On the left bottom, locate the "Activate GTA5 PC Now" option. Tap it. On the following screen, select "Download for Windows." After saving the file, launch it. When prompted for installation location, choose the directory of your existing setup.
