It's only a small difference, but if you can afford the 3600MHz CL18 kit, why not?
I'm not sure if 3600 CL18 offers real advantages over 3200 CL16. From what I've noticed, Ryzen prioritizes latency and speed more than before, so you might be seeing a lot of opinions. The key differences could be the RAM types each model uses (like Samsung B die) and whether one is available on the QVL for your specific model.

The gap between the 3200 CAS 16 and 3600 CAS 18 is $10, and the gap between 3600 CAS 18 and 3600 CAS 16 is another $10.
