We discussed this while setting up, and it’s a newer feature—just a year ago you could easily create a local account. I also configured passwords after setup; during setup it required me to use security questions regardless of preference, which is inconvenient when setting up devices for others.
However, I had to handle other tasks while it was running and then shut down completely because the system went into sleep mode and I couldn’t restart it.
