Individuals keep purchasing 9000-series Intel chips even though they're already outdated. Upgrading just the CPU isn't common. Releasing a 600-series chipset would make sense since many motherboards don't support Zen 3 by default (all 500-series currently). People prefer solutions that come ready to use. It would be wise to hold off and purchase a board once the CPUs become available. The board you plan to buy might not be fully compatible with the CPU you intend to use, making it safer to wait after the release.
