For Windows 7 and 8 users, it's positive. Likely Microsoft didn't plan to release full W10 to testers at launch.

This article discusses how Microsoft plans to distribute the final version of Windows 10. It explains that users who are part of the Windows Insider program, using their registered MSA and running an Insider Preview build, will get the latest release starting July 29th. The information is presented as a standard update process. Those who install from media can also perform a clean installation if desired.
