I'm using Windows 10, and I need to set up a new account with zero installed programs. I don’t want any apps from the existing user transferred in, and I don’t want a full reinstall. Could you help me? Most searches seem to offer temporary solutions rather than a proper fix.

You might choose a more direct approach by setting up another Windows 10 on a different drive or partition using a separate license, allowing you to switch between the two operating systems seamlessly.

Most app installers presume you wish to install applications for all users. Certain programs either save locally on your device (such as Chrome or Atom) or allow local installation. This isn't necessarily a Windows problem—it's more about the developer's expectations. If you don't want new users to access apps, you can adjust permissions accordingly.

Add a new user with restricted access to all programs—deny execution for that account. He’ll view everything but be unable to run any files. When installing Windows, create a personal folder (like "progs") and place all files there. Set strict permissions on that directory so only you can open or browse from it. Of course, some programs might still be tricky to locate, but that’s rare.

It seems to recall that from as early as 3.1, all users had shared programs. A few applications allow individual user installations, though most have stayed consistent. Check the previous discussion for more details.
