It doesn't seem to be the issue. I'm able to play the game on one of my 290's at 1440p high settings with FXAA enabled around 60-70fps on average. The storage speed isn't the problem either—I'm using a 7200rpm HDD without any issues. Something else might be causing the trouble. @ cpratt447 - the first step should be disabling vsync. By default, the game turns it on, so you need to edit the ini file. Navigate to: C:/...users/[name]/documents/my games/fallout4 and open "fallout4prefs.ini" with Notepad. Under the [Display] section (first one), find the line iPresentInterval=1 and change it to iPresentInterval=0. Be sure to save before closing. After saving, restart the game and let us know your frame rates. Also, consider using MSI afterburner to track GPU usage, clocks, and temperatures while playing. If possible, keep an eye on CPU usage, clocks, and temps as well. If you have a second monitor, it should be straightforward. Otherwise, you may need to switch tabs several times to see the performance clearly.

Sure, I'll give it another shot later. I've faced problems with the PC before, and even Fallout New Vegas caused some issues, though not often. Switching to Windows 10 might help, would you?

Windows 10 has caused several problems for PC gaming. Make sure you have the newest drivers installed—likely version 15.11—but even without AMD’s official Fallout 4 drivers, staying updated can improve overall system performance.

I can still see textures loading as I work through turns, but VSync didn’t really help much. I’ve tried lowering the frame rate to around 50 FPS during sprinting or moving into crowded areas like settlements. Any other suggestions would be great!
