For Kubuntu running on it, modify the network settings and set a static IP. Go to System Settings -> Connections -> IPV4 -> Manual. If needed, disable your existing network manager like NetworkManager. Refer to the dhcpcd documentation for setup instructions.

This sets the local network address freely on your device. No router changes needed. For example, a gateway at 192.168.0.1 could use 192.168.0.25 as its IP, provided it’s not already in use. Updated July 2, 2020 by Nayr438

Yes, it should be possible. You just need to launch the Plex web interface and navigate to the remote access part so it’s available outside your home network.
