Unfortunately, a 6600 isn’t much faster than a 580. It’s quicker but still not significantly so. Both are 1080p cards and you’ll be able to push them overclock. Overclock benefits have already diminished since Haswell, though only slightly. You might reach around 5.0ghz, probably. The best recorded was 5.1 on air, so boosting it further should help. I’m using a 4770k and a newer model for better performance. Your 4790k runs at the same speed as the top stable overclock I’ve managed. But if you need 16gb (actually more like 9, which isn’t available), you’ll need that amount.
