Hello

System specifications:
GPU: MSI GTX 1060 6GB gaming X
CPU: Intel i7-6700 3.40GHz
RAM: 16GB

I recently acquired Gears of War 5 and am playing in windowed mode at a 1080p scaled resolution.
My system is experiencing approximately 60-70% GPU and CPU utilization, with VRAM usage at around 3.5GB and RAM usage significantly below 16GB.
Frame rate is capped at 80-100, despite uncapped FPS and V-sync being disabled.
Given the uncapped frame rate and expected system utilization, I am puzzled by the observed underutilization of both GPU and CPU.
Any assistance would be greatly appreciated, thank you.

This could be due to either your memory speed or your storage speed.

System-wide CPU usage is not particularly informative. Are any specific cores or threads consistently reaching 100%?

He is likely correct. If the gameloop thread reaches 100% utilization while other threads are using less resources per core, increasing performance will not improve.

The RAM is DDR4. Storage is a HDD ST2000DM006. I should add that I have other games on this system using the HDD, and they utilize the GPU and CPU without issue.

Each game presents unique challenges, and Gears 5 is particularly demanding on the CPU. Keep an eye on all cores/threads while playing this game.

I recently checked and none are at 100 percent; they all appear fairly consistent.
