It doesn’t increase performance significantly, and the games won’t take more than six cores at most. X264 works well on consumer CPUs that are built for heavy tasks like running many CDDs and CCXs, offering plenty of lanes. Plus, its platform is costly and rarely gets used.

I own a Threadripper (1st Gen). It was mostly used as a Work-PC, now it's mainly for entertainment like games, and will soon be replaced by a Ryzen. It works fine with a 1070. If you're planning a new gaming PC, I'd recommend a Ryzen. The Threadripper is more than enough and its single-core design isn't what you need.

The main issue when playing with Threadripper is the NUMA setup. The CPU cores are divided into NUMA groups, which aids in handling memory for many cores. If a game pulls cores from different NUMA nodes, performance can drop significantly.

Both support gaming, it's similar to checking if you can use an Xeon CPU. You're definitely able to. The Thread Ripper isn't designed for very high clock speeds, whereas Ryzen models are better suited. Faster clocks generally perform better in games.
