It might work, but I'm not sure. The person didn't mention the motherboard they had. If it's what I believe it is, then a better GPU wouldn't be possible, or at least not a 750.
It could be, but if he can't modify the entire system (CPU + motherboard + RAM) or construct a new setup, he may have to work with what's available now.
Creating something fresh seems like the best option. I question whether he can substitute certain parts and keep some elements while still making a PC according to his preferences.
What is the model number? Is there a PCIe port on the motherboard? I don't think replacing the CPU is necessary.
