None. The HP OEM use motherboards that don't work well with 10xx series GPUs, and I'm not sure about AMD ones either. The motherboard and PSU in those systems are very affordable. You might want to consider a new setup if you plan to play games or use a console.

None. The HP OEM use horrific motherboards that are incompatible with 10xx series GPU and I don't know about AMD GPU's but the motherboard and PSU in those machines are dirt cheap. You should just buy a new system if you want to game, or a console.

EDIT: I also overlooked that the cases HP uses won't fit a full-size GPU.

You'll need to provide more detailed specifications than those from the 2009 HP computer. The information you received is based on my own 2012 HP OEM, so use that as a reference.

I understand it's a poor machine at first. It has a quad-core Intel CPU, but it's quite outdated. I don't have the funds to buy a new one right now.

That's not detailed enough. If you want assistance, try using a program like CPU-Z. It will provide all the information except for the PSU.

this intel core 2 quad q9300 features 8gb ram, 250gb ssd, and a 500gb hdd, paired with the average video card it came with. performance is around 20-25 fps in cs:go.

He could upgrade to an Intel Core 2 Quad, install a GTX 750 or 750 Ti, and it might not cause bottlenecks. But I'm not very sure about that, and he might have to stick with 2015 or older titles.

It depends, perhaps he's okay playing some older titles. Certain individuals craft PCs using vintage parts and operating systems to ensure smooth operation of classic games without issues.
