He got a new computer and brought an HDD with GTA 5, Fallout ECT pre-installed for Steam. There seems to be an issue because the games aren't loading even though they appear in his Steam library. The transfer to the Steam library under 'Steam Library - Game Files' shows playback but doesn’t work. Do the games need to be purchased separately, or is there a workaround? I’m not focusing on saving money just because they’re available.

Steam tends to be very strict about licenses. The safest method to play games for free is by sharing the Steam library with a few friends. This way, everyone gets all the games and keeps their own saves and progress.

Yes, there are alternatives, though piracy is involved. Hacked DLLs do exist.
