You can easily locate instructions online, but I’m hesitant to share them because many ROMs are illegal in my area without having the original game on hand.

You might not be able to help with that question, but on the Kodi main menu (Game add-on) you can access games from a USB drive. I understand there are ROM games available, but are there others? I’ve noticed that some games are actually ROMs and others use different formats.

You should set up a directory on the USB storage and then link the USB device to the Raspberry Pi4, which would then generate certain folders. After reconnecting the drive to the computer, you can store the ROMs inside those directories.

Kodi isn't intended for gaming even though I believe it can run emulators. You'd need to consult the manual. Generally, each program requires a specific folder layout with ROMs in dedicated directories for each emulator. From what I understand, Kodi just asks you to locate the ROM and load it in; if you find the USB drive, you can import a ROM from there. There are also library add-ons that can search entire folders for compatible ROMs. With a Raspberry Pi, using Retropie would be effective. If you look up Retropie on Google, you'll likely find many results showing all available games. Please note this might be illegal and your ISP is aware, keeping track of downloads, including individual ROMs. "ROMs" can include simple .rom files, .bin files, or various formats, but they always represent the complete memory content of a game cartridge. For disc-based systems, they often use .iso or similar formats.

I purchased certain games on CDs a while back and overlooked that I still possessed them. Now I need to figure out how to retrieve the games from the CDs and integrate them into my retro gaming collection for RetroPie.

For what platform? If they're Windows titles, ignore it; for DOS games, you can install them on a virtual hard drive and configure sound on a PC inside DOSBox, then move them and retropi would work—but it's very difficult.
If they're console CDs, simply convert them to .iso format (using imgburn) and place them in the right folder.
