The narrative in FEAR isn't particularly clever... much like most horror titles. I’d suggest trying STALKER, though I’ve only played Clear Sky, which seems to be the least liked in the lineup, but with some decent modifications the shooting experience can be quite satisfying. The Metro series begins in 2033, followed by Last Light, and they form a cohesive set. They’re solid and offer a fair amount of fun. Halo 1 and 2 are mostly available for free—there are .exe versions of Halo 1 and CE, plus Project Cartographer for Halo 2. Dr. Historic Low contains titles that should be left out of the "horror/action FPS not DOOM or zombies" category. 7 Days is a survival game with no story. Alan Wake provides a compelling narrative, though the third-person perspective and combat feel more like an irritation than a strength. You play it mainly for its story. Aliens Colonial Marines is a massive disappointment. From what I know, Alien Isolation isn’t a shooter at all. Area 51 has nothing on it; Gman views it as average. Clive’s Jericho is quite poor. Dead by Daylight is an online survival game against psychopaths—clearly not the right genre and lacking any story. Dead Island is a zombie-themed title. Dead Space uses third person, but its focus is on zombies, albeit in a creative twist. Doom has expressed his dislike for it. Killing Floor is an online wave-based zombie shooter without a story. Dusk seems to mirror DOOM’s style. Painkiller also leans into DOOM aesthetics. I wasn’t aware the original Prey was available on PC, which might be a challenge if you’re seeking that version. Quake feels very much like DOOM. ResEvil -7 notes that all games are third person, and I think titles 5 and 6 were intended to be quite average. So you’re likely comparing them to the first four, which are older and less polished, unlike FEAR. Serious Sam also carries a DOOM vibe. The Suffering is in third person, though one version is free. Unloved is based on a DOOM 2 mod.

I support all my suggestions, whether they fit perfectly with zombies, a story, "DOOMy", third person, etc. I even mentioned games similar to F.E.A.R. in various forms or styles. I pointed out some might be in third person but remain excellent options. It's fine to share the games I suggested. Just because you don't like them doesn't mean others won't. When it comes to locating them, it's easy to find these titles, including Prey 2006. You can check eBay now. Steam keys or a physical copy, your preference.

Having "shooter" and "horror" in the Steam tags doesn't equate to a similar experience. Many of the games you mentioned aren't related to either of those titles.

I'm not sure, though, since I'm not a shooter fanatic, but fear was praised for its absurdly good AI. That still stands today.
Maybe I should give something like Mass Effect a try (1,2,3 that is).

Jesus Christ, Microsoft Flight Sim X is a flight simulator, but it’s not comparable to Ace Combat 7 except for the airplane tag.

The AI in fear is quite straightforward yet functions effectively within the rigid corridors of the base game. Expansions introduced more open spaces, allowing the AI to react more intensely.
