My computer becomes unresponsive during gameplay and briefly recovers after a few seconds occasionally. I assumed the issue was related to the graphics card, so I replaced it and checked both RAM sticks—everything seemed fine. There was no prior difficulty at the time. This month I built the PC and experienced no problems initially.

Specifications:
Ryzen 7 1700x
B450 motherboard
16 gigabytes RAM
750 watt power supply
1650 OC graphics
250 MB M.2
2 terabytes hard drive
Played games such as League of Legends, Escape from Tarkov, GTA V. All drives are current and I have a fresh Windows installation.

It seems like the problem might be related to the CPU or GPU. Make sure to use Task Manager while playing and keep an eye on the resource usage. I think a GPU issue is more likely, so try running some tests or benchmarks to pinpoint the cause.

I don't have enough details. Is your whole computer freezing or just the game? Have you tried running benchmarks and did it freeze then? It might help to check Event Viewer for any warning signs. If you can, use Task Manager while playing and watch the CPU/GPU usage.

The game becomes unresponsive, but the cursor continues to move across the display.

I recently purchased the GPU, so I’m hoping it’s not the problem—maybe it’s the CPU instead.

Well as far as what's been said. This is a new PC build. It's very possible the hardware itself isn't seated properly? And the reality is, faulty hardware is possible.
No matter what - your PC runs fine until you begin playing games. Then abruptly, the game freezes but not your computer. Use Task Manager to determine if the CPU is blame. My first thought is GPU. Verify proper hardware installation; reseat this and it's cabling
And run benchmarks while watching Task Manager. Narrow the issue, isolate the actual root. Best of luck
