Gameplay lagging even though frame rates remain consistent.
This problem began in 2003 and persisted through 2009. The games operate smoothly, as indicated by the frame rate counter, which consistently remains stable. I’ve experimented with full-screen and borderless modes, adjusted VSync, disabled fullscreen optimizations, and turned off game mode – none of these solutions have been effective thus far.
Performance metrics include: UserBenchmarks – Game 113%, Desk 95%, Work 73%.

UPDATE: Further details regarding the issue emerged around September/Fall of 2018 (I believe), coinciding with my system’s reinstallation to Windows 1803, which subsequently received updates. I upgraded my graphics card from a 970 during this period, but the problem continues to occur. I performed multiple clean installations of Windows, reinstalled Nvidia drivers, GeForce Experience is not installed, chipset and other drivers are current, and I haven’t made any BIOS modifications besides enabling XMP, yet the issue persists even with XMP disabled. GPU and CPU temperatures and usage levels are normal: the CPU averages approximately 26% and 35°C when idle, while the GPU is at roughly 0% and 35°C; under load, they reach 70-100% and 46-50°C respectively. An Unigine benchmark didn’t exhibit stuttering, no overclocking was applied to the card, and I also tried different PCI-E slots. I’m confident that I have exhausted most of the troubleshooting steps I can recall.
ADDITIONALLY: I'm playing at 1080p resolution, which should adequately meet the demands of these games (recent titles include Monster Hunter: World, Apex Legends, and Resident Evil 2 Remake).
This is a follow up to another stuttering issue which happens when I play on borderless. But this issue actually happens despite those settings, and I'm not sure how to pinpoint the issue.
When I play game, recent ones include Apex Legends, RE2 Remake and Monster Hunter World, I get this microstutter once in a while. My fps is almost always a solid 60, but sometimes everything seems like it freezes completely for a microsecond and then continues on to work properly.
Graphics drivers updated, tried rolling back, didn't see any indication in GPU/CPU usage/power/temperature spikes, windows is updated aswell. Specs below:

I'm playing on 1080, usually high/max settings, but lowering them doesn't solve the issue.
