The GPU at 50% performance is clearly too low. The system should operate smoothly at over 100 frames per second in 1080p resolution.

Consider if the GPU is simply reducing its speed significantly since the 2080 Super would be excessive for this title at 1080p. The RX 5700 XT has faced issues with downclocking when running games at 1080p. I achieved maximum performance at a locked 1080p 60 fps using a GTX 970 and an Xeon E3-1231v3 (4C/8T). Your setup likely handles that well. You might want to test it in 4K or 1440p where downclocking isn't as critical.

Keep CPU usage lower than GPU usage—ideally under 50%. If both are similar, the GPU is likely lagging. Your CPU probably can't keep up, slowing down the graphics. You might need a better GPU or upgrade your card. I’ll check it out once I have the new X570 board from Amazon. I plan to upgrade to a 3700x in a few days.

@CuzinEd your update seems quite chaotic. I’m not causing any delays and the claim about my monitor handling 60 FPS is pretty unrealistic. Actually, the card isn’t slowing down. I tested the game in 4K with identical settings just to confirm the same outcome. No background processes were running. I really want top performance, so almost nothing should be happening in the background.

You should try consoles again because you sound like a clumsy console player. You clearly can’t handle PC gaming or fixing PC problems. Your CPU is an i7 6700 and your GPU is a 2070 Super. Your CPU usage stays below 60, maybe around 45-50%. Your GPU can reach up to 60%, but it’s an old game and won’t be that demanding on a 1080p display. It shouldn’t have your CPU usage that high either. You have a better CPU than I do. Just play it on a simpler system. It suits you better.
