You're not too worried about what tearing means, and it sounds like the issue might be related to how the game is set up without VSync or the settings you're using on your PC. Even with a powerful setup—GTX 670, Intel i5 2500K at 4.1GHz, stable performance and over 60fps—tearing can still happen. It might be due to the game's optimization or specific power limits in your system. Let me know if you'd like more details!

I faced the same problem with Bioshock Infinite, but I just dismissed it. I couldn't solve it and didn't feel motivated to learn how to resolve it, even though it might have been fixable.

Video tearing happens when your graphics card doesn’t send frames in harmony with your screen’s refresh rate. In short, it means your display shows more than one frame at once, creating a visible tear line between them. The best solution is to use Vsync (vertical sync), which aligns the GPU’s output with your monitor’s updates so only one frame appears at a time. To disable tearing, enable Vsync in the game’s graphics settings or adjust it via the video driver controls. If the game supports "Borderless Window" mode, you can also remove tearing without turning on Vsync, as the Windows Aero desktop handles sync automatically. Many people think Vsync only limits frame rate, but it actually ensures smooth synchronization between your GPU and monitor.

The monitor's refresh rate might not significantly impact performance in those games. It could be a necessity based on the game's requirements rather than just technical limitations. Pushing the GPU to deliver more frames could strain the card if it can't keep up.
