My GPU has a 980 and I'm facing the same issue you mentioned. MSAA seems to be causing the performance drop.

I adjusted the game to 60 fps on my system (980 and 4690k). I keep a stable 60 fps with all options high except grass, which is also high. I don’t use advanced graphics settings because the performance drop isn’t worth the visual improvement. Msaa was set to 2x with TXAA enabled. These configurations provide the best playability, and after experimenting for hours, they seem optimal. I reached 70+ frames before it dropped to 60, which made it look rough; limiting it to 60 fixed the issue and improved the experience. I used rivatuner to cap the frame rate and disabled VSync.

You have a 144Hz display, which is great for smooth visuals. In urban areas you can maintain 60-70 FPS, but outside city traffic or fast driving it becomes challenging due to frame loss.

You mentioned in your profile you also use a 144hz monitor. I aim to match the frame rate you experience in cities. However, when I increase settings beyond what I listed, FPS drops outside of the city area. The difference isn't significant when lowering to my recommended settings. If you're okay with occasional frame drops, it's fine. My idea about keeping it at 60 without using VSync is that it's preferable to consistently maintain around 60fps instead of fluctuating between 70 and 60.

Usually, I’m hitting around 80-90 fps maxed out when using msaa at four times and shadows too. When grassy areas outside the city are present, my FPS drops to half. That’s the game’s responsibility. Even if you reduce your settings, you’ll still experience massive spikes in city areas, which shouldn’t be possible.

GTA PC is functioning properly now. The i7 3930K was running at 80% during gameplay while the GTX 970 reached 100%. It seems GTA utilizes the CPU for physics calculations.

Change grass settings to high, disable SSAO, use MSAA twice. Turn off TXAA; its performance drops. Hide view distance in advanced settings. Shadows also harms performance.
