Step 1 - Remove the Disable Power Limit Control box. Your screenshot indicates you haven’t done that. Step 2 - Verify both lock options, click Apply and share a refreshed image of the Turbo Power Limits window. Intel CPUs have two distinct power limits: a long-term and a short-term limit. For brief intervals your CPU operates under the PL2 setting which can reach up to 35W. This isn’t permanent. Once briefly, the lower PL1 limit kicks in to avoid overheating. That’s a big improvement over how your machine used to run. Upload an updated log file.

Another log file was found. It showed the system dropped to 1.9 GHz while playing a game on 2021-08-27.

Your device continues to face power restrictions, being throttled down to 8W. ThrottleStop isn't stopping this kind of limitation. The HP machine relies on an internal controller that pushes low power settings onto your CPU. You bought a 15W processor, but HP claims it's acceptable to cap the CPU at just 8W when the GPU is running. Many companies engage in questionable practices like this. Make sure to test a computer thoroughly upon purchase. Faulty or underperforming units should be returned right away.
