Do the operations return to the usual state if you go back to the stock? What's the temperature when things are under load? For now I reset the CPU settings to the default in the BIOS. By the way, my cooler is the NOCTUA NH-D14.

Geofelt will inform you about your multiplier and the vcore you're using.
1.3v is quite acceptable.
I suspect your vcore is high enough that temperatures have increased to the point of throttling.
When I overclocked my CPU, average temps stayed between 43 and 45 degrees (50 is not unusual).
I wonder if this would change when running games like Witcher 3 or MGS V Phantom Pain.
