Wow, you have to keep under 1.35 with solid cooling. You're heating up the CPU.
Apologies for the mistake—it should be 1.167, not 1.67, and I fixed the thread already.

CPU-Z will inform you about your multiplier and the vcore you're using.
1.3v is quite acceptable.
It seems your vcore is high enough that temperatures might be increasing, causing the processor to slow down.
