When I play Fortnite, the performance varies—sometimes it runs smoothly, other times it feels choppy. During smooth moments, my sound is clearer and the fans spin faster. But when it’s choppy, FPS drops and my PC uses up most of its CPU power.

Yes, it's still feasible to turn off texture streaming. You can also share your PC specifications. Use HWinfo64, run it during the game, and select sensors only at startup of Hwinfo64. Your CPU or GPU may limit performance.
