Here’s a breakdown of the issue:

During winter, I acquired a new PC with impressive specifications (details to follow). After initially configuring the system, I put it aside while focusing on my studies. However, with the disruption of school due to the coronavirus pandemic, I gained significant free time and began playing video games extensively, particularly Counter-Strike: Global Offensive. While improving my aim on training maps, I encountered a frustrating problem – microstuttering. This phenomenon isn’t related to the training maps themselves; I've observed it in various scenarios, including experiencing longer stutters (up to 400ms) and shorter, more frequent ones (around 100-200ms), which I’ve also detected in the Superposition Benchmark at 4K resolution.

My PC specifications are as follows:

* Ryzen 3800X (not running at stock speeds)
* NH-D15 CPU Cooler (putting considerable pressure on my processor)
* RTX 2070 Super
* 2x 8GB G-Skill Trident @ 3600MHz
* ASUS X570P (a budget-friendly X570 board)
* MP510 NVMe SSD
* Samsung 860 EVO (standard, non-NVMe)
* Corsair RM750 Power Supply
* Windows not activated

CSGO can achieve 300 FPS on my system.

I’ve already attempted several troubleshooting steps, including:

* Monitoring CPU and GPU temperatures (CPU at 70°C with Cinebench R20, GPU at 65°C under heavy load)
* Running MemTest86 for 16 passes (no errors detected)
* Adjusting the DigitalPort output on my graphics card – I’ve recorded instances of stuttering to confirm it's not a display issue.
* Performing antivirus scans with Avira and Malwarebytes.
* Employing WJ32 for cache cleaning every 5 minutes.
* Experimenting with console commands (I’ll post any relevant code snippets when I remember where I found them).

My typical PC usage habits include having approximately 30 browser tabs open at once, which doesn’t seem to impact performance. I also use 3D CAD software for my 3D printing hobby, though it typically runs in the background without actively consuming resources.

Previously, I experienced issues with my PC’s original RAM and a coil whine on the graphics card; both have since been replaced. Additionally, I’ve noticed occasional FPS drops and stuttering when moving application windows around.

Superposition Benchmark:

The stutters in this benchmark are consistently present within specific scenes, and I can maintain an average of 60 FPS at 4K resolution. I’m willing to upload a video showing the stuttering and provide a link if requested.

Certainly, my primary gaming screen is linked using DisplayPort, while my secondary monitor connects through HDMI – and it’s also directly connected to the graphics card.

I installed the AMD Chipset Software Installer and executed it, but unfortunately, there was hardly any change. Additionally, I've observed a problem when viewing video recordings created using Streamlabs OBS—the footage will frequently stutter if I move my mouse during playback, however, it runs smoothly without any mouse movement.
